That doesn't really answer my question. I first became aware of the change on 
the 29th January with David Dawes' message:

The message states:

``Announcement: Modification to the base XFree86(TM) license.''
[...]
``The XFree86 Project, Inc. has made some changes to its base license.''
[...]
``The license change will be fully effective as of the 4.4.0 release.''
[...]

etc etc

All of these statements suggest to me strongly that the decision was already 
made, there was no consultation period, yet David has, IMHO, suggested he 
does not fully understand the implications of the change.
